All parents/guardians are members of the Home-School Association. They are encouraged to become active participants in this important organization. The Home-School Association is a way of integrating the goals of home and school for the benefit of the children. All parents/guardians, interested grandparents and parishioners are cordially invited to attend the meetings. The Home-School Association has meetings at least twice a year. Members are notified in advance of the meeting date and time. Each year the Home-School sponsors several moneymaking projects. These funds allow the Home-School to support many important activities at school. The Home and School Organization works under the guidance and leadership of the School Administrator.

All Saints Catholic School Home and School Association Constitution and By-Laws
MISSION STATEMENT
All Saints Catholic School Home and School Association exists to encourage parent involvement, provide continuing education to All Saints Catholic School families, and support financial growth to serve the needs of the children of our community.
PREAMBLE
This Association is a group of parents/guardians, teachers and administrators dedicated to providing quality programs addressing social and educational needs of students and parents/guardians of All Saints Catholic School (ASCS); and providing interaction between home and school.
In providing a cooperative support system this body will encourage and coordinate the developmental formation of a wholesome Catholic/Christian Community.
ARTICLE I
The Official name of this association shall be: All Saints Catholic School Home and School Association.
ARTICLE II - PURPOSE
The purpose of this Association shall be:
to function as a support group to the administration and faculty of All Saints Catholic School
to foster a caring Christian community of parents/guardians of All Saints Catholic School students
to strengthen parental involvement in all school programs
to promote the advancement of a quality Catholic education and the welfare of the students of All Saints Catholic School
to build a better understanding and create a common interest between parents and faculty through open and constant communication.
ARTICLE III - MEMBERSHIP
All parents/guardians of students in All Saints Catholic School and faculty and school administration are eligible for membership in the All Saints Catholic School Home and School Association.
ARTICLE IV - EXECUTIVE BOARD AND OFFICERS
Section I Officers of the elected Executive Board shall consist of President, Vice President, Recording Secretary and Treasurer.
Election of officers to the Executive Board for every office except that of the President shall be by ballot of the Association at the March meeting, with installation of officers to follow at the May meeting.
The Vice-President shall serve a two-year term, first as President Elect and then as President. The term of all other offices shall be two years. However, if there is but one nominee for any office, it shall be in order to move that the secretary cast the elective ballot of the Association for the nominee. One member of the previous Executive Board shall be selected by the Board at the March meeting to remain in the capacity of advisor for the following term.
Section II - The full Board will consist of President, Vice President, Recording Secretary, Treasurer, Faculty Representative, and committee chairpersons, with the Pastor, Principal and School Board Representative acting as advisors.
Section III - The President shall preside at all meetings of the Association, appoint the chairpersons of all committees unless it is especially provided or ordered otherwise, and shall exercise general supervision over all affairs of the Association.
Section IV - The Vice President/President-Elect shall be present at all functions attended by the President, and perform duties as assistant to the President, as required.
Section V - The Vice-President/President Elect, in the absence of the President, shall perform all the duties of the President, and shall perform such other duties as may be delegated by the President.
Section VI - The Recording Secretary shall keep complete record of all proceedings and correspondence of the Association and Executive Board, and shall perform such duties as may be delegated by the President.
Section VII - The Treasurer shall receive all dues and other moneys of the Association, and keep an accurate record of the same, and shall make payment for all appropriately approved bills. A signature from one Executive Board member is required on all Purchase Orders under the amount of $200.00. A minimum of two Executive Board members shall sign all Purchase Orders over the amount of $200.00. The Treasurer shall receive a copy (gold) of all signed Purchase Orders. An updated, balanced statement with year-to-date actual against budgeted items will be presented at all general meetings of the Association for the approval of the general membership. The Association shall present a balance sheet from the previous year at the first general meeting.
Section VIII - The Parliamentarian shall be appointed by the Executive Board and shall oversee all general meetings according to simple parliamentary procedure, enforce the By-laws of the Association and shall perform such other duties as may be delegated by the President.
Section IX - The incoming officers will assume their official duties at the conclusion of the May meeting. There will be a transitional period with both boards working together until the end of the scholastic year which is June 30.
Section X - The full Board may, upon majority vote, act in the best interest of the Association in all matters not specifically denied it by the Constitution or By-Laws, except, it may not endorse political candidates, or enter into commercial enterprises.
Section XI - In case of a vacancy in office, the Executive Board shall elect by majority vote, to fill that office for the remainder of the current term. No office shall remain vacant for more than thirty (30) days. The continued absence of any board member from three scheduled meeting shall be cause for dismissal with the approval of the majority of the elected Executive Board.
ARTICLE V - MONEYS
Section I – The current Executive Board of Directors shall decide annual dues to be paid by each family. The School Administration collects the dues of the Association as part of your registration fee and pays them to the Association prior to the first general meeting.
Section II - All expenditures in excess of $200.00 (other than previously approved budget items) must be approved by majority vote of the Executive Board.
Section III - Plans for the budget shall begin in May, then finalized upon completion of the prior scholastic year’s bookkeeping in June (after reconciliation of the June bank statement). The ending balance from the June bank statement will be the beginning balance for the incoming Association. The initial process will include a consultative meeting with the Budget Committee, with the Principal and School Board representative assisting a formulation of objectives. A formalized list of objectives and accompanying budget will then be submitted to the School Board for prior approval. The Executive Board will then present the budget to the general membership at the September meeting. Adoption will be by majority vote of the members in good standing in attendance.
Section IV - The Budget Committee shall comprise of the Executive Board, two members from the membership at large, a Faculty representative, Principal, Pastor, and School Board representative acting as advisor.
Section V - Budgets submitted by the various committee chairpersons and faculty member shall reflect approximate costs of items requested. Receipts for all purchases will be submitted to the Treasurer.
Section VI - The School Board of All Saints Catholic School shall perform an annual, independent financial disclosure of the Treasury, which shall be made available upon request.
ARTICLE VI - MEETINGS Section I - The All Saints Catholic School Home and School Association shall meet four (4-5) times a year, those times being August, November, January, March, and/or May.
Section II - The full board shall meet the week prior to the general meeting and as often as deemed necessary by the President. Meetings with chairpersons of Standing Committees will be called as necessary.
Section III - The Executive Board may call a special meeting of the All Saints Catholic School Home and School Association at any time when it is deemed necessary by the Board.
Section IV - All meetings of this Association shall be conducted according to simplified parliamentary procedure per Robert’s Rules of Order.
ARTICLE VII - COMMITTEE CHAIRPERSONS
Section I - Committee chairpersons will be appointed by the Executive Board. These volunteer positions will be reviewed annually and will be held by members in good standing of the All Saints Catholic School Home and School Association.
Section II - Such special committees of the Association as may be deemed necessary may be appointed by the President.
Section III - Committed chairpersons will be responsible for submitting general plans for the execution of their particular committee’s role prior Executive Board approval. After completion of committee role, a summary /evaluation will be submitted to said Executive Board.
ARTICLE VIII - NOMINATIONS AND ELECTIONS Section I - The Nominating Committee shall consist of the Executive Board, and members from the Association at large. Nominations will be solicited and accepted in writing, along with a brief biography, and submitted to the All Saints Catholic School Home and School Association’s President anytime up to two weeks prior to the March general meeting. The President will present a slate of officers to the Pastor and the Principal, subsequently to the general membership for approval at the March general meeting.
Section II - Only members in good standing shall be eligible to vote. A simple majority in attendance will carry.
ARTICLE IX - AMENDMENTS
These By-Laws may be amended at any general meeting of the Association by a majority of the members present in good standing, provided written notice of this amendment has been sent to all members in good standing.
